How the Council was Formed

The Addu City Council was established on 10 January 2011 under Presidential Decree No. 2010/15 and Presidential Order No. 2011/1, issued by the President's Office.

Under this decree, Addu Atoll was elevated to city status and unified into a single administrative unit, incorporating the six inhabited islands of Hulhudhoo, Meedhoo, Hithadhoo, Maradhoo, Maradhoo-Feydhoo, and Feydhoo.

The council operates under regulations formally approved in 2011 and serves as the primary elected local governance body for the southernmost city of the Republic of Maldives.

Legal Status & Authority

The Addu City Council is constituted as a distinct legal entity capable of independent transactions, entering contracts, acquiring assets, and taking all actions necessary for the governance and development of the city.

The council holds full authority to file and defend lawsuits in its own name, ensuring it can uphold its mandates and protect city interests through any legal proceeding.

It operates under the Decentralisation Act and the Local Council Regulations, with 13 elected members — a Mayor, Deputy Mayor, and 11 councillors — serving five-year terms elected on 17 May 2021.

The Secretariat

The Addu City Council Secretariat operates from City Hall, S. Hithadhoo, Medheeru Magu. The public counter is on the ground floor. Office hours are Monday–Friday, 8:00 AM – 2:00 PM, with document processing from 8:30 AM – 2:00 PM.

The secretariat is administered by the Secretary General, who manages daily operations under the Mayor's direction, handles staff appointments in accordance with Civil Service Commission guidelines, and reports on secretariat activities to the council.

Operations follow principles of transparency, accountability, and adherence to local regulations and national laws. Decisions are made by the Mayor and Council Members through weekly official meetings. Public information requests are processed under Law 2014/1 within 21 days, extendable by 14 days under specified circumstances.
